Time of Use and Residential Demand

A change to the DPU's electric billing rate structure was adopted by the Los Alamos County Council on June 10, 2025. The structure is called Time of Use (TOU) and Residential Demand and will start no sooner than July 2026 after a new billing software is implemented. The change was approved through Ordinance CO-02-365, which also covered rate increases. The TOU and Residential Demand structure was developed to be revenue neutral following a formal cost of service study conducted for DPU.

The structure change will help DPU address growing demand on the grid. Infrastructure upgrades will be necessary and TOU/Residential Demand can reduce the scope of those upgrades. The structure change is not simply for those who choose to electrify. It benefits all customers, including those using older appliances. However, the graph below details some of the newer demands on the electric system. (Click on the image to see it in a separate browser window.)
