Eric Martinez
Public Works Director

Eric Martinez who has served in various leadership roles within the County since 2015, brings extensive technical expertise and leadership to the Public Works Director position. Since joining Los Alamos County Martinez has served as County Engineer, Deputy Public Works Director, and Acting Public Works Director.
Eric has over 29 years of experience in public service in the areas of program and project management as well as implementation, operations and maintenance of public infrastructure. Before joining the County he held various engineering and management roles for the City of Santa Fe and the New Mexico Department of Transportation where he collaborated with a variety of subject matter professionals, private and public organizations including federal and state agencies, local governing bodies, boards, business owners and community members on a wide array of infrastructure improvements. Eric holds a Bachelor of Science in Civil Engineering from New Mexico State University and is a licensed Professional Engineer and Certified Floodplain Manager in New Mexico.
Keith Wilson
Deputy Public Works Director

Keith Wilson joined Los Alamos County in 2020 as a Project Manager in the Engineering Division where he oversaw the design and construction of the Urban Trail Multi-use Trail Project, construction of DP Road Phase I and design of DP Phase II, along with involvement in many other projects and development reviews. Keith grew up and was educated in Scotland, before emigrating to the USA (Massachusetts) in 1995, and moved to New Mexico in 2009.
Keith has over 30 years of experience in Transportation Planning and Engineering with a focus in alternative modes of transportation planning, design, and safety. Prior to joining the County, Keith held positions with the City of Santa Fe as the Transit Division Director and with the Santa Fe Metropolitan Planning Organization as the Senior MPO Planner. Keith holds a Bachelor of Engineering in Civil and Transportation Engineering from Edinburgh Napier University in Scotland and is a Certified Professional Transportation Planner and Road Safety Professional (Level 1).
Gary Goddard
Airport Manager

Gary Goddard serves as the County Airport Manager. His career path began with a B.A. in Cultural Anthropology in 1998, after which he worked as an architectural designer and builder in Oakland, CA. In 2014, he earned a master’s degree in systems engineering from Iowa State University’s Industrial Engineering Department and joined Los Alamos National Laboratory as a building automation controls engineer. At the lab, he collaborated with both the Facilities Engineering and Sustainability Program teams, focusing on high-performance sustainable buildings with an emphasis on energy conservation, analysis, and optimized building control systems. For the past twenty years, he has also pursued his passion for hang gliding and piloting airplanes.

Bob Feagans
Facilities Service Manager

Bob Feagans serves as the Custodial Division Manager. Bob holds a Registered Building Service Manager Certification and attended Ohio State University and Sinclair College. Prior to working for the County, Bob worked in the Building Service Contractors Field for 18 years as a Regional Manager and VP of Operations. Bob's office is located at Fuller Lodge.

Eric Ulibarri

Eric Ulibarri serves as the County Engineer and Engineering Division Manager. Eric earned his Bachelor of Science degree in Construction Engineering from the University of New Mexico and is a licensed Professional Engineer and Certified Floodplain Manager. Eric brings a broad experience in local, state, and federal government. After graduation from UNM, Eric worked for 7 years with the New Mexico Department of Transportation in multiple engineering capacities. Following his time at NMDOT, Eric spent 2 years working as an engineer with the City of Santa Fe, and 3 years working at the Los Alamos National Laboratory in both design and construction. Prior to serving as County Engineer, Eric worked as the Senior Engineer for Public Works, overseeing multiple engineering and construction projects.

Jason Romero
County Surveyor

Jason Romero serves as the County Surveyor. He earned his Survey Engineering Degree from New Mexico State University in 2004 and has been a licensed Land Surveyor since 2007. Prior to joining the County, Jason worked at the Bureau of Land Management as a Cadastral Surveyor and Realty Specialist.

Armando Gabaldon

Armando Gabaldon serves as Environmental Services Division Manager. Prior to joining the County, Armando was employed by the City of Santa Fe for 15 years in various operations and supervisory capacities. Armando served as Environmental Services Supervisor for 5 years prior to his promotion.

Pete Mondragon

Pete Mondragon is the Fleet Division Manager, based at the Pajarito Cliffs Site, 101 Camino Entrada, Building 3.
Pete began his career with the County in 2009 as a Mechanic II, advancing to Fleet Shop Foreman before being promoted to Fleet Manager in 2017. Before joining the County, Pete served as the Patrol Assistant Supervisor with the New Mexico Department of Transportation (NMDOT) for four years.
He also held a full-time role as Lead Technician/Inspector with the New Mexico Army National Guard (NMANG) for a decade. During his NMANG tenure, Pete worked in various units, including Air Defense, Transportation, and General Support Maintenance. His last position was Platoon Sergeant for the Service and Lift Section, overseeing a mobile machine shop, canvas repair, vehicle recovery, and crane operations. He managed over 100 pieces of specialized equipment, vehicles, and tools, maintaining an inventory valued at $4.1 million.

James Barela
Transit Manager

James Barela serves as the Transit Division Manager for Los Alamos County, overseeing the operations of Atomic City Transit. His office is located at the Pajarito Cliffs Site, 101 Camino Entrada, Building 1, Room 200.
James has been with Atomic City Transit since 2016, initially serving as the AM Supervisor before assuming his current leadership role. Under his management, the transit system has continued to thrive, providing reliable and free transportation services to the community through generous federal and state grants, as well as support from the North Central Regional Transit District (NCRTD).

Daniel Blea
Traffic & Streets Manager

Daniel Blea, Traffic and Streets Division Manager, leads the roadway maintenance and traffic management teams. A native of New Mexico, Daniel brings over 28 years of experience, including 19 years with Los Alamos County. He began his career in 1994 as an equipment operator with INCA Construction and later spent five years with NMDOT in highway maintenance. Through hard work and dedication, Daniel advanced through the ranks to his current managerial role.
