Finance & Procurement Recognized for Excellence in Fiscal Stewardship

Last night, the County Council formally recognized the Finance and Procurement divisions of the Administrative Services Department (ASD) for their continued accomplishments in financial reporting, budgeting, audit performance, and operational excellence.
Presented by ASD Director Helen Perraglio, the recognition acknowledged a series of prestigious achievements earned through the collaborative work of County staff, leadership, and the governing body. These recognitions include multiple awards from the Government Finance Officers Association (GFOA) including the Distinguished Budget Presentation Award, the Certificate of Achievement for Excellence in Financial Reporting, and the Award for Outstanding Achievement in Popular Annual Financial Reporting. The County also recently received the New Mexico Counties/Office of the State Auditor Continued Excellence Award, recognizing three consecutive years with no audit findings and sustained ethical financial practices. During the presentation, Perraglio emphasized that these accomplishments represent the collective commitment of County leadership and staff across all departments.
“These recognitions are not just about finance—they reflect a countywide culture of accountability, transparency, and teamwork,” said Perraglio. “I want to extend kudos to our incredible Finance and Procurement teams, our governing body for their leadership and support, and every department that partners with us to maintain the highest standards of stewardship on behalf of our community.”
The Council recognition highlighted that these achievements represent decades of sustained excellence, including the County’s continued success in government budgeting and financial reporting, and the dedication of staff who prepare and maintain award-winning financial documents and strong internal controls. The Finance and Procurement divisions play a critical role in ensuring fiscal responsibility, regulatory compliance, transparent purchasing processes, and strategic financial planning that support County services and long-term priorities.
Council Chair Randall Ryti expressed appreciation for the professionalism and high performance of the Administrative Services Department and recognized the teamwork required across departments to achieve these results.
