Public Works Management Team

Anne Laurent 
Public Works DirectorAnne Laurent

Anne Laurent recently returned to serve as Los Alamos as the County’s Public Works Director. She previously served as Park City Utah’s Community Development Director from 2015 to 2019; Los Alamos County’s Community and Economic Development Director from 2012 to 2015; and Director of Capital Projects and Facilities from 2008 to 2012. She is a licensed architect since 2002 and earned her Master of Public Administration in 2018. Her areas of expertise include the planning, design and project management of public facilities and infrastructure improvement projects as well as managing local government operations and programs. Los Alamos County Public Works Department is comprised of nine divisions including engineering and project management, facilities, custodial, traffic and street, fleet, environmental services, airport, transit, and administration.

Jon Bulthuis 
Deputy Public Works Director

Jon Bulthuis serves as the Deputy Public Works Director and in that role provides support to the Public Works Director with specific assignment to the Airport, Facilities, Fleet, and Transit Division. Jon earned a Master’s Degree in Urban Planning from the University of Michigan and also holds a Master’s Degree in Business Administration from the University of New Mexico. Prior to joining the County in 2016, Jon was employed by the City of Santa Fe for 22 years serving in various capacities related to Airport, Parking, and Transit planning, Operations, and Management. Before moving to New Mexico, Jon was employed by the Michigan Department of Transportation.

Bob Feagans
Facilities Service Manager

Bob Feagans serves as the Custodial Division Manager. Bob holds a Registered Building Service Manager Certification and attended Ohio State University and Sinclair College. Prior to working for the County, Bob worked in the Building Service Contractors Field for 18 years as a Regional Manager and VP of Operations. Bob’s office is located at Fuller Lodge.

Eric Martinez
Engineering Manager / County Engineer
Eric Martinez serves as the County Engineer and oversees the Engineering Division located at the Municipal Building. Eric earned his Bachelor of Science Degree in Civil Engineering from New Mexico State University. Eric is a licensed New Mexico Professional Engineer and Certified Floodplain Manager. Prior to joining the County in 2015, Eric was employed by the City of Santa Fe for 11 years and New Mexico Department of Transportation for 8 years serving in various engineering and management capacities.

Jason Romero
County Surveyor
Jason Romero serves as the County Surveyor. He earned his Survey Engineering Degree from New Mexico State University in 2004 and has been a licensed Land Surveyor since 2007. Prior to joining the County, Jason worked at the Bureau of Land Management as a Cadastral Surveyor and Realty Specialist.

Angelica Gurule
Environmental Services Manager
Angelica Gurule serves as the Environmental Services Division Manager. Angelica obtained a Bachelor of Science in Environmental Science from the University of New Mexico, and holds a dual Master of Science in Sustainable Environmental Resources Management from the University of Malta and a Master’s of Science in Information, Science, and Technology from James Madison University. Angelica also is a national certified Sustainable Resource Manager, accredited through Penn State University. Angelica was employed by Los Alamos National Laboratory for ten years and worked in Human Resources and the Environmental Stewardship Office where her work was dedicated to pollution prevention, sustainability, and waste reduction. Most recently, Angelica was employed with the Department of Game and Fish, contributing to wildlife conservation.
Jim Zerr 
Facilities Manager
James (Jim) Zerr serves as the Facilities Division Manager. Jim holds a GB98 license and is a qualifying party for Los Alamos County. James received his Associates Degree in Electronics from the Denver Institute of Technology and has been with the County since 1998. Prior to working for the County, Jim worked for 10 years with various contractors as a superintendent and has over 30 years’ experience in commercial construction.
Pete Mondragon
Fleet Manager
Pete Mondragon services as the Fleet Division Manger. Pete is a native New Mexican, born and raised in Truchas NM. Pete joined the County as a Mechanic II in 2009, moving up the Fleet Shop Foremen, and becoming Fleet Manager in 2017. Prior to that, Pete was employed as the Patrol Assistant Supervisor for four years with the NMDOT. Pete also worked in a full-time position as a Lead Technician / Inspector for the New Mexico Army National Guard (NMANG) for 10 years. Pete serviced in various NMANG units ranging from Air Defense, Transportation, and General Support Maintenance. Pete’s last position with NMANG was Platoon Sgt. for the Service and Lift Section, this consisted of a full mobile machine shop, canvas repair, vehicle recovery, and a crane section. Pete was in charge of over 100 pieces of specialty equipment, vehicles, and tools with on hand inventory of $4.1 million.
Annette Granillo
Transit Manager

Annette Granillo serves as the Transit Division Manager. Annette’s office is located at Pajarito Cliffs Site at 101 Camino Entrada, Bldg. 1, Room 200. Annette received her Associates in Arts with a focus in Business Administration in 2003 from the Santa Fe Community College; she also accomplished her certification in Transit and Paratransit Management from the Graziadio School of Business and Management. Annette served as the Director of Operations and Maintenance with North Central Regional Transit District from March 2016 to October 2016. Prior to this, Mrs. Granillo functioned in different capacities with the City of Santa Fe, Santa Fe Trails forty six vehicle Transit system from 1996 to 2016 which gave her a broad range of knowledge, experience and skills related to procedures, route operations/logistics, procurement, safety, human resources, administration and team building.  Specific transit operations experience includes Paratransit Operations Manager from May 2003 through March 2016.  In addition, Mrs. Granillo also began the position of Fixed Route Operations Manager from 2013 through May 2016.
Juan Rael 
Traffic & Streets Manager

Juan Rael, serves as the Traffic and Streets Division Manager and oversees the roadway maintenance and traffic engineering divisions. He earned his Civil Engineering degree from New Mexico State University and is a licensed Professional Engineer. Juan began his career in Southern California working for a private engineering firm on projects in Los Angeles and Orange County. Upon returning to New Mexico, Juan worked as Project Engineer for an engineering firm doing work for local municipalities and LANL. Prior to joining the County, Juan worked for the New Mexico Department of Transportation in both the design and construction divisions.
