Sec. 32-18. - Refuse, recycling and solid waste facility fees.

  1. The county shall charge for refuse services in accordance with the following table of service charges.
  2. The highest rate tipping fee will be applied to mixed loads depending on the materials in the load. Material must be clean with less than ten percent contamination by other materials or the material will be characterized and charged as municipal solid waste.
  3. Services included in the monthly residential service charge:
    1. Curbside pickup once per week of residential waste in a roll-cart;
    2. Recycling services, including curbside pickup of recyclable materials;
    3. Disposal by the customer at the solid waste facility without tip fee of 12 loads or part thereof per year of residential, non-hazardous solid waste, household hazardous waste as defined by New Mexico Solid Waste Rules, refrigerant-containing units, and electronics. Residents may donate one of their 12 free loads each year to a thrift store that operates in Los Alamos County and accepts, recycles and reuses materials from residents;
    4. Curbside pickup of residential brush in a brush roll-cart. Larger amounts of brush, more frequent pickup-ups of brush, or pick-up of bulk items will incur a special service charge in the amount of $25.00. Size, material, and schedule limitations will apply.
    5. Delivery by the customer to the solid waste facility without a tip fee, or use of one of 12 free loads, of oil and antifreeze, compact fluorescent lightbulbs, mixed recycling, metal, cardboard and batteries from personal vehicles for noncommercial purposes;
    6. The opportunity to pick up compost, wood chips, clean dirt, or glass-cullet stored at the landfill; and
  4. The opportunity to pick up any other usable materials stored at the landfill and designated by the solid waste manager as materials available to residential customers. The county manager may, by adoption of an administrative policy, set guidelines and restrictions applicable to refuse service. The policy may, for example and without limitation, provide for the size and type of refuse containers in which customers must place refuse; impose a weight limitation on any single container containing refuse; specify materials to be collected for recycling; and set policy for solid waste facility operating hours and days.
  5. Failure to dispose of refuse in accordance with this Code and implementing administrative policies, and to pay charges for disposal as set out in this section, shall be a violation of this Code subject to the general penalty set out in section 1-8.
