The County is utilizing its Los Alamos County Citizen Self-Service Portal to collect and accept Small Business Recovery Assistance grant requests. Small Business owners and their self-assigned designees will be able to complete their application, submit documents, and monitor the status of their requests all within the Portal. Access to the Portal can be gained by visiting either of the links provided at the top of this page.
1. Enter the Application Portal and create/login to your account.
- New Applicants should use the link in the blue box. Please note that you may already have a set username and password, if you previously used the Citizen Self-Service Portal to apply for a county business license or building permit. In not, please create a new account by clicking guest and selecting register at the top right corner of the page.
Note - For those using a delegate or designee to apply for and manage your application, please be sure to ask them to create a separate account.
- Returning Applicants should use the link in the orange box. If needed, log in to the Portal using the username and password used when you originally started or completed your application for the Small Business Recovery Assistance Program.
Select [Dashboard] to access your draft or check the status of your completed application(s).
2. Start a new application.
- Click [Small Business Recovery Assistance Program (ARPA)] box located on the Welcome to Self Service page.
Note - You are welcome to click the [draft] button at the bottom right hand corner of the page to save your work for later. The Portal does not save your work unless you've marked it draft or submitted it for review.
- Locations - Click [Add Location] and search for your business address. Once found, check box and click [apply]. Please - Do not manually enter your address. If needed, please contact 505-662-8120 for assistance finding your business address.
- Type - Once your location is set, click the [Next] button at the bottom right corner of the page. Under permit details enter "Seeking Small Business Recovery Assistance", and click [Next].
- Contacts - Click [Add Contact] and search/select your name as [Owner], and then again as [Permit Applicant]. If you plan to have a delegate or designee apply on your behalf, please add their contact information as [Permit Applicant]. Once complete, click [Next].
- More Information/Eligibility - This section will help to determine your businesses eligibility for the Program. Don't worry - the County will reach out to you if we need more information or clarification needed to determine eligibility. Please enter the information as requested.
One of the last set of questions in the Eligibility section askes you to describe your staffing issues resulting from the negative economic impacts of the pandemic. Your narrative could address issues such as: decreased revenue or gross receipts, financial Insecurity, increased costs, capacity to weather financial hardship, and challenges covering payroll, rent, mortgage, or other operating costs. It is important to provide detailed descriptions, noting any backup documentation you may have available to attach to your application. You will be given an opportunity to attached documents at the end of this application form.
- More Information/COVID-19 Recovery - This is the first of the three (3) reimbursement categories being offered under the Small Business Recovery Assistance Program. You many apply for one, two or all three programs, Please note that reimbursement for an item can only be asked for once amongst all three (3) types.
The COVID-19 Recovery Assistance category provides Reimbursement of up to $25,000 for past expenses, post-March 3, 2021, or recent expenses directly addressing the negative economic impacts caused by COVID-19. This category is similar to the issues addressed by the CARES act grants offered in 2021. Eligible expenses may include reimbursement of operating expenses, payroll, permitting, business equipment purchases, business mortgage obligations, business rent, lease payments, surveillance and security improvements, utility expenditures, and other operating expenditures.

If "Yes", please begin answering the remaining questions in the section: $$ amount requested; the date you anticipate spending the funds (this date will be used to determine when your ability to seek reimbursement will expire); and an explanation of expenses. In your explanation, please be sure explain the reason for the expense, as well the cost for the expense. Requests for previous expenses, as early as March 3, 2021, may be considered eligible for reimbursement under this category.
- More Information/Technical Assistance - This is the second of the three (3) reimbursement categories being offered under the Small Business Recovery Assistance Program.
The Technical Assistance category provides reimbursement of up to $10,000 for Design Services Consultation previously deferred due to the negative impacts caused by COVID-19. This category supports business owner planning and development costs for projects that were conducted to specifically address issues raised by COVID-19 or deferred due to the negative economic impact caused by COVID-19.

- More Information/Deferred Investment Assistance - This is the last of the three (3) reimbursement categories being offered under the Small Business Recovery Assistance Program.
The Deferred Investment Assistance category provides Reimbursement of up to $100,000 for expenses made after March 3, 2021, that had been deferred due to the negative impacts caused by COVID-19, and aid in the business’s recovery, or the business sector’s recovery from the negative impacts caused by COVID-19. Eligible expenses may include reimbursement for improvements addressing code compliance, energy efficiency, and modifications made to address health safety issues caused by the COVID-19 pandemic.

If "Yes", please begin answering the remaining questions in the section: $$ amount requested; the date you anticipate spending the funds (this date will be used to determine when your ability to seek reimbursement will expire); and an explanation of expenses (seeing consultation from an architect to develop renovation or expansion plans.) In your explanation, please be sure explain what you plan to accomplish with this project, how you plan to accomplish it, how you plan to use the funds, who is responsible for administering or providing these services, what is project schedule and key milestones/dates, and how this work addresses impacts of COVID-19 and your business's recovery. Requests for previous expenses, as early as March 3, 2021, may be considered eligible for reimbursement under this category.
- Certification - Please read the certification information carefully before entering in your Legal Name (First and Last Name). Once complete, click the [Next] button at the bottom right hand corner of the page.
3. Attachments.
This is the section in the application that gives you the opportunity to share documentation supporting your request for funding. Please click the blue box, or drag files into the blue box. It is important to note that you will be able to return later to add other needed/requested documents or receipts. Once complete, click the [Next] button at the bottom right hand corner of the page.
4. Review and Submit.
Please review your application and click [submit] when you feel your application is ready for consideration by the County. As noted before, the County will reach out to you if we need more information or clarification needed to determine eligibility.
