Meet the team that oversees and guides the Department of Public Utilities.
The Department of Public Utilities' Managment Team operates under the jurisdiction and control of the Board of Public Utilities, a group of five citizens, each appointed by the Los Alamos County Council. Monthly newsletter recaps of leadership's decisions and discussions are posted at right. The County Administrator (Harry Burgess) and Utilities Manager (John Arrowsmith) are ex officio but non-voting members of the Utilities Board also.
Our Management Team shares years of design, engineering, finance and management experience in multi service utilities, power systems and public works organizations.
Utility Manager  Selected in 2008 as Utilities Manager, Mr. Arrowsmith serves as the Chief Operating Officer responsible directly to the Board of Public Utilities for management and operations of the Department. Since joining the DPU in 1990 he has served as both Deputy Utilities Manager for Finance and Assistant Utilities Manager. Prior to that he worked for PNM for 10 years. He is a Certified Public Accountant and holds an MBA and a Bachelor’s Degree in accounting from New Mexico State University. |
Deputy Utility Manager - Engineering Division
James joined the Department of Public Utilities (DPU) engineering staff in 2002. In 2008 James became the Deputy Manager of Engineering. Prior to joining the DPU staff James worked as an engineer for 10 years in a combination of private and public sector positions. James’ engineering experience in land development, utilities and roadways prepared him for the challenges of leading an engineering staff of six who support the natural gas, water distribution, water production, wastewater collection, wastewater treatment, electric distribution and electric production utility operations and infrastructure. James is a registered Professional Engineer in the state of New Mexico and has a bachelors and masters degree from the University of New Mexico in Civil Engineering. James is a member of the American Society of Engineers since 1994 and a member of the American Water Works Association since 2000. |
Deputy Utility Manager - Finance & Administration Joining the Department in 2012, Mr. Westervelt brings to the DPU over twenty years finance and accounting experience, including fifteen years in utilities and four in state government. Bob is the chief financial officer responsible for financial planning for the electric, gas, water and wastewater services, metering and billing, and is DPU's contract manager on the Electric Coordination Agreement with the U.S. Department of Energy. He also holds responsibility for the 311 Customer Care Center that serves as centralized customer service for both Los Alamos County and the DPU. Bob received both his BBA and his MBA from the University of New Mexico, is a Certified Public Accountant, a Certified Governmental Financial Manager, a Certified Fraud Examiner, and a Chartered Global Management Accountant, and is a member of each of those professional associations. |
Deputy Utility Manager - Electric Production and Distribution  Joining the Department of Public Utilities leadership team in 2000, Mr. Cummins currently supervises operations for electric distribution and power production. He serves as the manager of operations for the Los Alamos Power Pool pursuant to the County-DOE Electric Coordination Agreement. Other responsibilities include oversight of transmission service contracts, purchased power contracts, a jointly operated power control center, two hydroelectric facilities and power supply planning. Holding a Bachelor’s Degree in Mechanical Engineering Mr. Cummins is a licensed Professional Engineer with over 14 years of experience in municipal utility engineering and seven years of consultant engineering. |
Deputy Utility Manager for Electric Distribution
Rafael De La Torre, PE is the Deputy Utilities Manager for Electric Distribution for Los Alamos County Department of Public Utilities and a NM Quality Examiner. Before arriving at Los Alamos in 2008, Rafael spent 1 year at ARES Corporation performing facility EE design for LANL, WIPP, and DOE Hanford. Prior to that, Rafael spent 2 years at Los Alamos’ HYTEC/IMTEC designing and constructing computer tomography x-ray systems utilized in the orthodontic industry, DOD, and DOE facilities. Rafael’s electric utility experience includes 16.5 years at Jemez Mountains Electric Cooperative as its Director of Engineering and Operations. Over the past 22 years, Rafael has gained extensive experience in the design of electrical systems ranging from 24 volts AC/DC up to 115,000 volts AC on both sides of the utility meter.
Rafael holds MSEE and BSEE degrees in electrical engineering from NMSU, is a registered professional engineer since 1993, and has been managing people for over 20 years.

Deputy Utility Manager - Gas, Water, and Sewer Services  Mr. Glasco has been with the Department of Public Utilities since 1995 and is responsible for operation of the natural gas distribution, wastewater collection and treatment, and water production and distribution systems. He holds Bachelor’s Degrees in Microbiology and Civil Engineering as well as a Master’s Degree in Civil Engineering (Sanitary Engineering). A licensed Professional Engineer and certified as a Level IV Wastewater and Water Systems Operator, Mr. Glasco has over 23 years of experience in municipal and public works engineering and management. |
