The Engineering Division provides professional engineering technical services and project management to County Council, residents, staff, and volunteer boards, commissions, and committees. Responsibilities include the design and management of the Capital Improvement Program (CIP) and Major Street Maintenance (MSM) Program projects; maintenance of as-built and construction drawings and plats; Certificate of Occupancy inspections; oversight of County drainage ways; performs boundary, design, and construction surveys; provides drafting, drawing, and mapping support services; develops and maintains design and construction standards; and provides engineered cost estimates. The Division also manages various consultant contracts for architect-engineering design and technical support and provides assistance in the subdivision planning review process.

Marina Wells serves as the Fleet Division Manager in the Public Works Department. She earned her bachelor’s degree in Business Administration and an associate degree in Applied Sciences at New Mexico State University. She began her career with Los Alamos National Laboratory in 1993 with six years of service and then with the Department of Transportation in 1999. Marina joined Los Alamos County in June 2005.
Fleet Management is responsible for purchasing and maintenance of all County equipment, the County's Radio Communication system, maintaining the fueling system and providing fuel for Los Alamos County and Los Alamos Public Schools.

Thomas D. Roach is a native New Mexican and is a resident of Los Alamos. Tom came to serve the citizens of Los Alamos County in June of 1999. He received his Bachelor of Science degree from Eastern New Mexico University in 1970. Tom has been involved in the street and highway construction industry in New Mexico since 1972, including owning and operating his own company. He has worked throughout New Mexico on all types of road and street projects and was a licensed New Mexico Contractor holding a GA98 and GF98.
The Pavement Division is responsible for Pavement and Right-of-Way Maintenance, including: potholes, concrete curb and gutter, drivepads (apron area where the driveway meets the street), sidewalk repair, Snow and Ice Control Operations, and vegetation overhanging or encroaching onto sidewalks. The Pavement Division also provides interdepartmental support within the County.

The Transportation Division includes Traffic and Transit operations. Please note that this is a field office, with administrative staffing typically available between the hours of 7:00 a.m. and 4:00 p.m. Although you are welcome to stop by anytime, we recommend that you call to make an appointment to ensure that staff will be available.
Nancy Talley is a Los Alamos native and has been working for the County's Traffic Division since 1990. Nancy is a member of the American Traffic Safety Services Association, the Institute of Transportation Engineers, and the International Municipal Signal Association. Because Los Alamos is "home" for Nancy, she is interested in promoting the quality of life for Los Alamos County residents and visitors through traffic safety, traffic calming, walkability and bicycle accessibility.
The Transportation Division is responsible for all Traffic operations, including maintenance, repair and replacement of traffic signals, school flashers, site distance, streetlights, signs, traffic safety, and pavement markings. This Division also performs professional traffic engineering services including traffic impact studies, traffic counts, speed zone studies, traffic calming, pedestrian walkability, bicycle accessibility, and various other traffic engineering studies and reports. The Transportation Manager also serves as the staff liaison to the Transportation Board.
An approved Traffic Permit is required for any activity that impedes traffic on public roads and thoroughfares in the County. Such activities include: construction, excavation, block parties, parades and marathons, movement of hazardous waste of oversize vehicles, etc. All Traffic Permit Applications must be reviewed and approved by the Transportation Division.
Have you noticed a traffic-related problem? If so, please tell us! We are responsible for problems with streetlights, traffic signals (lights or detection problems), school flashers, crosswalks, site distance, traffic control work zones, and traffic signs. Please provide a specific location. If the concern is with a traffic signal, it is very helpful if you can specify the location, which direction you were traveling, whether it involves the pole (vertical) or mastarm (horizontal) signal, approximately what time you noticed the problem, and a brief explanation of the problem you experienced.
The County of Los Alamos started operating Atomic City Transit in October, 2007. Serving the townsite and White Rock with a downtown trolley and neighborhood routes Monday through Friday, Atomic City Transit has been a well-received addition to County services. Mike is originally from Utah. Prior to coming to Los Alamos County, Mike served as the Operations Manager for Johnson County Transit, based in Olathe, Kansas. Mike also spent five years as the Director of Planning for the second largest transit agency in Colorado, the Roaring Fork Transportation Authority (RFTA) based in Aspen Colorado. While working for RFTA he oversaw the 30-mile expansion of bus service along the I-70 corridor. Mike has also worked for transit systems in Arizona, Montana, and Utah. He received his Master of Urban Planning (MUP) degree from the University of Kansas and is a certified planner with the American Institute of Certified Planners (AICP).
