Philo Shelton III
Title: Public Works Director


Philo is a registered Professional Engineer in the Civil Engineering discipline. He earned his Bachelor’s degree in Civil Engineering at the Worcester Polytechnic Institute and received his Masters of Science in Civil Engineering from the University of Colorado at Boulder. He is also a Certified Public Manager. Philo joined the County in June 2012. Prior to joining the County, Philo had been a Public Works Director since 2001 serving in the communities of Steamboat Springs and Black Hawk, Colorado.

Philo also serves as the staff liaison to the Transportation Board.

Jon Bulthuis
Title: Deputy Public Works Director


Jon Bulthuis serves as the Deputy Public Works Director and in that role provides support to the Public Works Director with specific assignment to the Airport, Facilities, Fleet, and Transit Divisions. Jon earned a Master’s Degree in Urban Planning from the University of Michigan and also holds a Master’s Degree in Business Administration from the University of New Mexico. Prior to joining the County in 2016, Jon was employed by the City of Santa Fe for 22 years serving in various capacities related to Airport, Parking, and Transit planning, operations, and management. Before moving to New Mexico, Jon was employed by the Michigan Department of Transportation.

Cameron Humphres
Title: Airport Manager

Cameron is native New Mexican, born in Los Alamos and raised in Albuquerque. He has a passion for aviation that began in childhood at an air show at Kirtland Air Force Base.  From that moment on, he was hooked on aviation setting his sights on becoming an Air Force pilot.  After earning a Bachelor’s degree in Professional Aeronautics, and later a Master’s degree in Aviation Business Administration, from Embry-Riddle Aeronautical University, Cameron spent 20 years in the US Air Force culminating as a B-1 Operational Test Pilot.  Following retirement from the Air Force, he decided to pursue a second career in aviation, this time in airport management.  His first post was an eight-year tenure as the Executive Director of Rapid City Regional Airport in South Dakota.  While serving in Rapid City, he earned his Airport Executive Accreditation from the American Association of Airport Executives.  Following Rapid City, his next post was in New Zealand where he taught airport management at Massey University.  Cameron then returned to New Mexico where he spent two years as the Santa Fe Municipal Airport Manager.  He now serves as the Los Alamos Airport Manager and is thrilled to part of his hometown community.   Cameron is native New Mexican, born in Los Alamos and raised in Albuquerque. Bob Feagans
Title: Facilities Services Manager


Bob Feagans serves as the Custodial Division Manager. Bob holds a Registered Building Service Manager certification and attended Ohio State University and Sinclair College. Prior to working for the county Bob worked in the building service contractors field for 18 years as a Regional Manager and VP of Operations. Bob's office is located at Fuller Lodge.

Eric Martinez
Title: Engineering Manager/County Engineer


Eric Martinez serves as the County Engineer and oversees the Engineering Division located at the Municipal Building. Eric earned his Bachelor of Science degree in Civil Engineering from New Mexico State University, Eric is a licensed New Mexico Professional Engineer and Certified Floodplain Manager. Prior to joining the County in 2015, Eric was employed by the City of Santa Fe for 11 years and New Mexico Department of Transportation for 8 years serving in various engineering and management capacities.

Jason Romero
Title: County Surveyor


Jason Romero serves as the County Surveyor. Jason started with the County in October, 2013. He earned his Survey Engineering Degree from New Mexico State University in 2004 and has been a Licensed Land Surveyor since 2007. Previous to joining the County, Jason worked at the Bureau of Land Management as a Cadastral Surveyor and Realty Specialist.

Angelica Gurule
Title: Environmental Services Manager


Angelica Gurule serves as the Environmental Services Manager. Angelica V. Gurule, obtained a Bachelor of Science in Environmental Science from the University of New Mexico, and holds a dual Master’s of Science in Sustainable Environmental Resources Management from the University of Malta and a Master’s of Science in Information, Science, and Technology from James Madison University. Angelica was employed by Los Alamos National Laboratory for ten years and worked in Human Resources and the Environmental Stewardship Office where her work was dedicated to pollution prevention, sustainability, and waste reduction. Most recently, Angelica was employed with the Department of Game and Fish, contributing to wildlife conservation.

Jim Zerr
Title: Facilities Manager


James (Jim) Zerr serves as the Facilities Division Manager. Jim holds a GB98 license and is a qualifying party for Los Alamos County. He received his Associates degree in Electronics from the Denver Institute of Technology and has been with the County since 1998. Prior to working for the County. Jim worked for ten years with various contractors as a superintendent and has over 30 years experience in commercial construction.

Pete Mondragon
Title: Fleet Manager
Pete Mondragon is a native New Mexican, born and raised in Truchas NM. He joined the County as a Mechanic II in 2009, moving up to Fleet Shop Foremen, and becoming Fleet Manager in 2017. Prior to that he was employed as the Patrol Assistant Supervisor for 4 years with the NMDOT. He also worked in a full-time position as a Lead Technician/Inspector for the New Mexico Army National Guard (NMANG) for 10 years. Pete serviced in various NMANG units ranging from Air Defense, Transportation, and General Support Maintenance. His last position with the NMANG was Platoon SGT for the Service and Lift section. It consisted of a full mobile machine shop, canvas repair, vehicle recovery, and a crane section. Pete oversaw over 100 pieces of specialty equipment, vehicles, and tools with on hand inventory of $4.1 million.

Daniel Erickson
Title: Traffic and Streets Manager

Dan Erickson serves as the Traffic & Streets Division Manager. Dan Erickson joined Los Alamos County in 2008 and served as a consultant to the Department of Public Utilities for three years prior to 2008. Dan was born and raised in Los Alamos, attended New Mexico State University, is a licensed Professional Engineer and Professional Traffic Operations Engineer. Dan brings 25 years of construction and engineering experience to Los Alamos County.

Annette Granillo
Title: Transit Manager

Annette Granillo served as the Director of Operations and Maintenance with North Central Regional Transit District from March 2016 to October 2016. Mrs. Granillo has functioned in different capacities within the City’s Transit Operations from 2013 to 2016 which has given her a broad range of knowledge, experiences and skills related to procedures, route operations-logistics, procurement, safety, human resources, administration and team building. From 1999 to March of 2016, Mrs. Granillo served as the Fixed Route Operations Manager. Prior to that appointment she served as the Operations Manager for the Paratransit Services for the City of Santa Fe.

Mrs. Granillo received her Associates in Arts with a focus in Business Administration in 2003 from the Santa Fe Community College; she also accomplished her certification in Transit and Paratransit Management from the Graziadio School of Business and Management.

Her experience along with the team of excellent employees that Atomic City Transit has will result in further enhancements and the continuation of our high level of customer service.
