Instead of issuing variances, the new Board of Adjustment would be empowered to grant waivers.  This text amendment will abolish the existing variance criteria and substitute new, more flexible, and clear waiver criteria.  Staff and the Planning & Zoning Commission believe that the new approval criteria will better serve the needs of both applicants and neighbors.
